Washington’s Clean Energy Goals Need Infrastructure to Match
Washington has set ambitious clean energy goals. But meeting those goals will require more than policy commitments. It will require the infrastructure to deliver clean, reliable electricity when and where people need it.
That is the challenge at the center of two recent media articles on the Pacific Northwest’s energy future.
An article by reporter John Ryan at KUOW looks at Washington’s clean-energy bottleneck and the growing calls for reform. Despite the state’s reputation for climate advocacy, Washington has been slow to add new wind and solar power to the grid while demand for electricity grows rapidly.
The issue is not whether Washington wants cleaner energy. The issue is whether we are building the infrastructure needed to make that transition work.
Transmission is another key part of the problem. Much of the state’s new clean energy potential is located far from the communities and businesses that need power, and building new transmission lines can take years. KUOW points to transmission constraints as a major barrier slowing clean energy development and highlights calls from environmental groups, labor leaders, and policymakers for reforms that would help move projects forward.
But transmission is not the only challenge.
In a recent NewsData column, Kurt Miller, CEO and executive director of the Northwest Public Power Association, makes a related point: the PNW cannot simply assume the grid will keep up as demand grows. Extreme weather, low hydro conditions, and rising electricity use have already put pressure on the system, and reliability experts continue to warn that the region needs to plan now for the resources it will need in the years ahead.
Together, these stories point to the same conclusion: Washington’s energy future depends on the rapid expansion of critical infrastructure. It is an all-hands-on-deck effort that will require more transmission, clean energy generation, demand response, efficiency, and battery energy storage.
Battery storage is not a replacement for transmission, and it is not a silver bullet. But it is an important tool for adding flexibility to the grid. Battery systems can store electricity when power is available and deliver it back when demand rises, helping utilities manage peak periods and make better use of clean energy resources.
That flexibility is especially important in Western Washington, where many customers live and use electricity, but much of the state’s new wind and solar generation is located farther away. Adding storage closer to where electricity is needed can help strengthen reliability while broader transmission and clean energy investments continue to move forward.
Projects like the proposed Cascadia Ridge Resiliency Energy Storage Project in King County are part of that larger infrastructure conversation. As Washington works to meet its clean energy goals, communities will need practical energy projects that support reliability, improve flexibility, and help prepare the grid for growing demand.
The studies are being written. The warnings are being issued. The bottlenecks are being identified and they are growing every day. Now Washington needs to build the infrastructure required to keep the lights on and move its clean energy future forward.
